ETA Rio Descoberto (ETA. RDE.001) - adequacy of the treatment process and improvements of the administrative building

Description

Brazil, through the Environmental Sanitation Company of the Federal District (CAESB), has financing from the Inter-American Development Bank (IDB) for the "CAESB 2 Environmental Sanitation Program". This International Public Bidding (LPI) call invites eligible bidders to submit closed bids for the renovation and adaptation of sanitation infrastructure.

Scope of the works
Main objective: Execution of works and services to adapt the treatment process of the Rio Descoberto Water Treatment Plant (WTP) and improvements in the administrative building.

Execution time: Estimated at 1,080 days.
Eligibility requirements and conditions

Regulatory framework: International Public Bidding (IPL) under the two-envelope system with deferred opening of the financial proposal, conducted in accordance with the IDB's Procurement Policies.

Legal and professional qualification: Presentation of the registration certificate of the company and the technical managers at CREA.

Technical-operational training: Proof of prior execution of:
Water Treatment Plant (WTP) with flotation, flocculation, decantation and filtration processes, for a minimum flow of 2,400 L/s or population ≥1,300,000 inhabitants (including executive design, equipment supply, electrical, automation, pre-operation and at least 6 months of operation).

Water Pumping Station (EEA) with a minimum flow of 500 L/s (including executive design, equipment, electrical and automation).
(The sum of certificates for the fulfillment of the items will not be admitted).

Technical-professional training: Presentation of a Technical Collection Certificate (CAT) with a certificate proving the experience of higher education professionals in the same specifications required for the company.

Rules for consortia: Allowed, as long as each consortium company proves at least one of the required technical items and that the consortium, as a whole, meets all the requirements.

Access to documents: The public notice and attachments in Portuguese can be obtained upon formal request through the CAESB Web Petitioning system.
