Description
The Republic of Panama has received funding from the Inter-American Development Bank (IDB) for the Fiscal Intelligence Program to Increase the Quality of Spending in Panama. In this context, the Ministry of Economy and Finance (MEF) calls for eligible bidders to acquire and implement an advanced technological solution that integrates privileged access management and identity management. This project seeks to strengthen cybersecurity and access control to critical State systems, guaranteeing the integrity of financial and administrative information.
Scope of supply
The tender is located in the State Reform/Modernization sector and includes:
- PAM (Privileged Access Management) solution: Tools for the protection and control of accounts with elevated privileges.
- Identity Management (IAM): Systems for the management of digital identities and user permissions.
- Technological integration: Implementation of a single platform that centralizes access control to improve transparency and tax security.
Qualification and Process Requirements:
- The process is carried out under the International Public Bidding (IPL) modality, following the IDB's procurement policies. The most relevant aspects are:
- Eligibility: Participation open to bidders from IDB member countries.
- Qualifications: It is required to demonstrate financial capacity, specific experience in similar projects, technical capacity and have the Manufacturer's Authorization.
- Margin of Preference: A margin of preference will be granted to national contractors or Accidental Associations (APCAs).
- Guarantee: All proposals must include a Statement of Bid Maintenance.
- Presentation: Bids must be delivered physically to the headquarters of the Vice Ministry of Finance in Panama City. Electronic bids are not permitted.
