Description
Bolivia, through the Ministry of Public Works, Services and Housing – Airport Technical Unit (UTA), has financing from the Inter-American Development Bank (IDB) under Loan Agreement 5601/OC-BO for the "Air Infrastructure Program – Stage II". This call for National Public Bidding (LPN) invites eligible bidders to submit closed bids for the execution of emergency corrective road maintenance works.
Scope of the works
The airstrip intervention project contemplates an estimated execution period of 105 calendar days and includes the following specific activities:
Removal of the existing asphalt layer and excavations in the track in a width of 10 meters and an approximate depth of 70 centimeters.
Integral waterproofing of the pavement structure by placing a geomembrane.
Replacement of the stabilized subgrade, granular sub-base and granular base layer.
Primer and placement of the new asphalt layer with a final thickness of 10 centimeters.
Complementary works of horizontal signalling and localised material changes.
Qualification Requirements and Conditions
Suitability Assessment: Minimum qualification requirements for applicants include documentary verification of the company's specific expertise, availability of qualified key personnel, inventory of required technical equipment, as well as compliance with financial and legal solvency.
Preference Margin: No tariff or scoring margin of preference will be granted to nationally sourced individual contractors or associations (APCAs) in this procurement process.
Access to tender documents: Interested companies will be able to obtain the complete set of tender documents (DDL) in Spanish by means of a written request addressed to UTA. The document will also be available for consultation and download on the official websites of the IDB and SICOES.
Bid Submission Guidelines
Delivery modality: The technical and economic proposals must be submitted in physical format, in an inviolably sealed envelope, at the offices of the Airport Technical Unit in the city of La Paz. For this procedure, electronic bids will not be allowed and delayed shipments will be automatically rejected.
Guarantee of seriousness: All bids submitted must be accompanied by a valid Bid Maintenance Statement.
Process deadlines:
Deadline for receipt: Until July 24, 2026 at 3:00 p.m.
Envelope opening ceremony: It will take place on July 24, 2026 at 3:30 p.m., allowing the attendance of legal representatives both in person and virtually online.
