Description
The Republic of El Salvador, through the Secretariat of Innovation of the Presidency (SIP), calls for a Public Consultation within the framework of the "Program for the Development of Data Infrastructure". This project, which will be financed by the Inter-American Development Bank (IDB), seeks to receive technical, operational and budgetary contributions for the design, supply, equipment and implementation of the new State Data Center.
Background and objectives of the project
Current diagnosis: The State faces challenges due to the dispersion, heterogeneity and obsolescence of current institutional computer centers. This leads to duplication of costs and negatively influences the security and resilience of digital services.
Purpose of modernization: To consolidate a centralized, modern, and scalable infrastructure that optimizes IT services and ensures operational continuity. The new data center will lay the physical and logical foundation for the secure adoption of emerging technologies such as cloud computing, data analytics, artificial intelligence and advanced cybersecurity.
Technological approach: The aim is to analyze comprehensive, modular or hybrid solution alternatives under international criteria of high availability, resilience, scalability and energy efficiency.
Technical and budgetary information required
Firms in the sector and interested parties are requested to provide detailed considerations on the following axes:
Design and engineering: Proposals for the technical design and definition of the essential physical, electromechanical and technological components of the Data Center.
Management models: Implementation alternatives, operation schemes, continuous technical support and preventive/corrective maintenance plans.
Economic estimate: Budget data and cost references associated with the proposed solutions.
Logistics and deployment: Estimation of import times for specialized equipment and deadlines for commissioning.
Training: Technical training plans and certification schemes on the suggested products or technologies.
Managed operation: Accompaniment and delegated operation models of 1 to 3 years for the critical start-up phase.
Conditions of participation and delivery
Target audience: Open call for companies, manufacturers, integrators and professionals specialized in the design, provision, equipment and operation of data center infrastructures.
Reception channel: Written contributions must be sent by email exclusively to the address of the institution (ijuridico@presidencia.gob.sv).
Guarantee of confidentiality: The IAPA will treat all information received confidentially in order to safeguard the commercial competitiveness of participants in future competitive bidding processes.
