Driver services for the National Survey of Household Income and Expenditure (ENIGH) 2026-2027 and Economic Cartography 2026

Description

The Government of the Republic of El Salvador, through the Central Reserve Bank (BCR), has requested financing from the Inter-American Development Bank (IDB) for the Program for the Strengthening of Economic Statistics. This tender seeks to hire professional management services to facilitate the territorial deployment of two large-scale statistical projects. The objective is to ensure the efficient and safe mobility of the teams of enumerators and cartographers in the five areas of the country, allowing accurate data collection that will serve as a basis for the modernization of public policies and national statistics.

Scope of supply
The service is part of the State Reform/Modernization sector and is divided into two main projects with regional deployment:

ENIGH Project 2026-2027: Hiring of up to 68 drivers (distributed in Occidental, La Libertad, San Salvador, Paracentral and Oriente areas) for a period of up to 379 days.

Economic Cartography Project 2026: Hiring of up to 77 drivers for the same regions for a period of up to 60 working days.

Conditions of Service: 6 or 7 days a week, requirement of a valid license (Light or Heavy), management of national nomenclature and use of navigation applications (Waze/Google Maps).

Confidentiality: Strict prohibition of disclosing information or materials collected during surveys and mappings.

Qualification Requirements
The tender is governed by the Special Law of Statistics and Censuses and the regulations of the BCR. Interested parties must comply with:

Legal Requirements: Presentation of the NIT of the legal entity, DUI of the legal representative, notarial act against money laundering and affidavit of non-inability to contract with the State.

Technical Capacity: Demonstrate knowledge of traffic laws and coverage capacity in the areas offered (total or partial offer is allowed per region).

Financial Conditions: Economic offers must be submitted with prices "Exempt from VAT" (according to Art. 57 of the Special Law of Statistics and Censuses).

Guarantee: It is mandatory to include a Statement of Maintenance of the Offer with the proposal.

Process: No margin of preference is granted to national contractors. The opening of bids will be held virtually on May 5, 2026.
