Description
Ecuador, through the Internal Revenue Service (SRI), has financing from the Inter-American Development Bank (IDB) for the "Tax and Customs Administration Improvement Program". This call for National Public Bidding (LPN) invites eligible bidders to submit closed proposals for the provision of cybersecurity solutions.
Scope of supply
Main objective: Acquisition and implementation of a specialized tool for privileged access management (PAM).
Qualification and Experience Requirements
Financial capacity: Average annual turnover in the last 5 years of at least USD 115,110.00 from computer security and cybersecurity sales or services. For consortia or associations (APCA), the leading member must accredit at least 50% and the other participants at least 10%.
Technical experience: Prove experience in marketing, licensing, support or implementation of cybersecurity solutions for a cumulative amount equal to or greater than USD 134,295.00 in a maximum of 5 contracts in the last 7 years.
Factory Authorization: If the Provider is not a manufacturer of the software, the Manufacturer's Authorization must be attached.
Key personnel: Have a project leader (engineer with a specialization or certification in project management and 2 years of experience) and local implementation/support technicians (manufacturer-certified engineers with at least 1 year of experience).
Margin of preference: No economic preference will be granted to national contractors or consortia.
Required guarantee: It is mandatory to include in the proposal the document of Declaration of Maintenance of the Offer.
Management and submission of bids
Access to the rules: The complete set of tender documents in Spanish is available for download at the official link of the SRI repository.
Delivery method: Bids must be delivered physically and in a sealed envelope to the Government Financial Management Platform in Quito. Electronic bids will not be allowed and late proposals will be rejected. The public opening will allow representatives to attend in person or online.
