Description
Honduras has requested financing from the Inter-American Development Bank for the Support Program for Labor Insertion in Honduras and intends to use a portion of the funds for consulting services contracts. The Ministry of Labor and Social Security invites eligible consulting firms to express their interest in providing the requested services. The RFP number is HO-L1237-P00041 (publication IDB-5878BLHO-P00041-EOI). The operation is HO-L1237 and the loan agreement is 5878/BL-HO.
The services seek to strengthen the Comprehensive Employment Service (Sí Empleo) to improve quality, efficiency, coverage and inclusion. They include diagnosis of the care model; sociocultural analysis of barriers of indigenous and Afro-Honduran peoples and other priority groups; improvement plan; updating of the model and protocols of differentiated care; capacity building, with piloting and accompaniment; and face-to-face and virtual knowledge transfer, planned to be sustained as a virtual academy.
The prioritized population includes youth, women, people with disabilities, indigenous and Afro-Honduran peoples, and returned migrant populations. Firms from eligible countries under the Policies for the Selection and Hiring of Consultants financed by the IDB, in partnership (joint venture) or with subcontracting, may participate. The short list will have between five (5) and eight (8) firms.
Experience in public employment services, institutional diagnoses, models of care, inclusion approaches, and fieldwork in Latin America and the Caribbean is requested.
