Description
The Inter-American Development Bank (IDB) is seeking to hire a consulting firm to create a systematic and replicable methodological framework that strengthens the comprehensive management of water and sanitation service providers in the region. The project, with a duration of 5 months, focuses on improving operational efficiency and financial sustainability through evidence-based actions and measurable results.
1. Diagnosis and strategic validation
The consultancy will begin with a technical review of the preliminary axes and lines of action to ensure their relevance:
Field validation: Conducting interviews with at least 7 operators of various sizes and contexts in LAC to contrast the lines of action with their real challenges.
Experience mapping: Analysis of existing methodologies (such as IDB Aquarating and World Bank tools) to identify lessons learned and ensure technical complementarity.
2. Impact analysis and empirical evidence
Each line of action will have quantitative technical support that facilitates decision-making:
Estimation of results: Analysis of increases in revenue, savings in operating costs and improvement in collection, defining estimated deadlines to achieve these objectives.
Differentiated modelling: Disaggregation of potential impacts according to the type, institutional maturity and scale of the operator to offer precise and applicable goals.
3. Comprehensive methodology and pilot validation
A robust tool for adaptive management will be developed based on key indicators:
Prioritization framework: Creation of a multi-criteria analysis system (cost-benefit, feasibility, and scalability) to select the initiatives with the highest strategic value.
Operational instruments: Delivery of methodological guides, interactive templates and standardized analytical tools in Spanish and English.
Pilot test: Application of the methodology in at least 3 operators in the region to validate its practical applicability and make final adjustments before its final version.
