Development of environmental and social management systems, environmental and social analyses and socio-environmental instruments for the AR-L1452 and AR-L1453 programmes

Description

The Inter-American Development Bank (IDB), in coordination with the provincial governments of Córdoba and Corrientes (Argentina), is calling on consulting firms to submit proposals to develop the environmental and social analyses and instruments required during the preparation and due diligence of operations AR-L1452 and AR-L1453.

1. Objectives and technical scope
Socio-environmental instruments: Prepare Environmental and Social Analyses (ESAs), Environmental and Social Management Plans (ESMPs), Environmental and Social Management Systems (ESMS) and Stakeholder Participation Plans (PPPI) in a differentiated manner for each province.

Risk and Impact Assessment: Delineate areas of influence and assess direct, indirect, induced, and cumulative risks and impacts by applying the Bank's mitigation hierarchy and safeguards regulations.

Preliminary specialized assessments: Conduct preliminary technical analyses on land acquisition and livelihood restitution, biodiversity and critical habitat, disaster risk, climate vulnerability, and GHG emissions estimation.

2. Key Activities and Operational Development
Territorial and regulatory diagnosis: Characterize the physical, biotic and social environments, analyze the local and institutional legal framework, and georeference the areas of influence, identifying gaps in technical information.

Operational and institutional guidelines: Design contractor management procedures, incident and emergency response protocols, complaint/claim mechanisms, and integrate socio-environmental requirements into procurement specifications.

Coordination and quality control: Conduct reconnaissance visits, technical validation meetings with provincial counterparts and the IDB, and incorporate observations through formal feedback response matrices.

3. Expected results and outputs
Output 1 (Day 5): Work plan and initiation report, including methodology, schedule, visit plan, documentary protocol and missing information and risk matrices.

Output 2 (Day 90): Final reports of AAS, PGAS and PPPI for each operation, preliminary assessments (lands, biodiversity and climate) and geospatial files with metadata.

Output 3 (Day 120 / Month 4): Consolidated ESMS for each program, monitoring and inspection procedures, gap matrix with roadmap and final versions of all socio-environmental instruments.
