Description
The Inter-American Development Bank (IDB) is seeking to hire a firm to evolve the DeclaraIDB platform to its version 3.0, integrating Artificial Intelligence (AI) to strengthen the fight against corruption. In addition, the project contemplates the comprehensive implementation of this system in Uruguay to strengthen the management of the Board of Transparency and Public Ethics (JUTEP).
Some of the key takeaways from this consultancy include:
1. Innovation with Artificial Intelligence (DeclaraBID 3.0)
The firm will develop advanced AI modules focused on the automation of public integrity:
Intelligent Digitalization: Implementation of OCR to convert physical asset declarations into structured data.
Audit and Red Flags Module: Creation of algorithms to automatically detect illicit enrichment and conflicts of interest through the comparative analysis of internal and external data (property records, companies, etc.).
Interoperability: Design of an architecture that allows fluid connection with various national public databases.
2. Implementation in Uruguay (JUTEP)
The consultant will adapt the platform to the specific requirements of the Transparency and Public Ethics Board (JUTEP):
Parameterization: Configuration of forms and operational flows according to Uruguay's affidavit regime.
State Integration: Connection of DeclaraBID with Uruguayan State platforms to feed the data analytics module.
Production: Execution of load, safety and final deployment tests for the obligated entities and control officials.
3. Training and Transfer
Training workshops will be held for the JUTEP teams, providing technical documentation and initial post-implementation support. The objective is to ensure that the country has autonomous capacities to administer this system of public integrity promoted by the Inter-American Development Bank (IDB).
