Development and Implementation of Strategic Information Management System for Biosafety and Risk Assessment

Description

The Inter-American Development Bank invites consulting firms to submit their Expression of Interest to develop and implement a system for the management, analysis and exploitation of regulatory information on biosafety and risk assessment in Argentina. The objective is to strengthen the institutional capacities of the Innovation and Biotechnology Coordination of the Ministry of Agriculture, Livestock and Fisheries (SAGyP), modernizing its digital processes and improving efficiency, traceability and regulatory transparency.
1. Design and development of the information system
Design a multi-user platform for local installation, with differentiated profiles, modern technological architecture and a structured database to manage large volumes of scientific information.
2. Automation and regulatory management
Implement file management modules, analysis of technical variables, automatic generation of reports, strategic dashboards and traceability. Incorporate georeferenced analysis tools and surface overlap alerts.
3. Information integration and migration
Consolidate a historical repository, migrate existing data according to technical feasibility and facilitate the exchange of documentation with applicant entities and members of CONABIA, guaranteeing future interoperability with other public systems.
4. Training and technology transfer
Train technical staff, provide user manuals, and deliver technical documentation and system source code.
