Development and implementation of interoperability, health intelligence and mobile health application platforms for users and patients

Description

Bolivia, through the Ministry of Health, has financing from the Inter-American Development Bank (IDB) for the program "Support for Vulnerable Populations Affected by Coronavirus II". This call invites eligible consulting firms to submit their expressions of interest for the development and integration of technological solutions for health intelligence and interoperability.

Scope of the consultancy
Main objective: Development and integrated implementation of three key components for the health sector:

Interoperability Platform of the Single Health Information System (SUIS) as a sectoral interconnection layer.

Healthcare Intelligence Platform for the consolidation, analysis and exploitation of health data through Business Intelligence (BI).

Mobile health application for users and patients nationwide.

Estimated amount and term: Budget of USD $246,679.00 with an estimated execution period of two hundred and forty (240) calendar days.

Qualification and Experience Requirements
Signature Experience (Last 5 Years):

Development and implementation of information systems aimed at providing services to end users (preferably in the health sector).

Interoperability platforms based on open standards (such as HL7/FHIR or equivalent).

Business Intelligence (BI) solutions for big data.

Development of mobile applications for user service.

The use of free software and open standards will be preferred.

Documentary support: Copy of legal documents of incorporation, signature identification form and supporting documentation of services performed (contracts, receipt minutes or service orders).

Proposal selection and management
Regulatory framework: Selection conducted under the IDB's Policies for the Selection and Hiring of Consultants to form a short list of between five (5) and eight (8) eligible firms.

Modalities of participation: Individual application, in association (Joint Venture) or through subcontracting is allowed.
