Description
El Salvador, through the Ministry of Public Works and Transportation, has financing from the Inter-American Development Bank (IDB) for the "Rural Roads Program". This call invites eligible consulting firms to submit their expressions of interest for the modernization of the Road Asset Management System.
Scope of the consultancy
Main objective: Development and commissioning of the first phase of the modernization of the Road Asset Management System (HMS) of El Salvador (Ref. ES-L1155 P00043 / SEI-SBCC-017/2026).
Estimated amount and term: Estimated budget of USD $200,000.00, with an execution period of thirty-two (32) weeks from the issuance of the initiation order.
Qualification and Experience Requirements
Firm Experience: Minimum five (5) years of experience in at least two (2) of the following specialized areas:
Development of customized software solutions for public sector entities.
Implementation of road or transport infrastructure asset management systems.
Migration and consolidation of historical data from legacy systems.
Development of web platforms with mobile interface components and interoperability with external systems.
Key technical team: Minimum composition of the work team composed of Project Manager, Software Architect, Data Specialist, Road Infrastructure Expert, Backend Developer, Frontend Developer, UX/UI Designer and Quality Analyst (QA).
Documentary support: Copy of contracts, final receipt minutes or certificates that reflect the name of the consultancy, amount and period of execution (or percentage of progress if it is in progress).
Proposal selection and management
Regulatory framework: Selection made in accordance with the IDB's Policies for the Selection and Hiring of Consultants to form a short list of between five (5) and eight (8) eligible firms.
Tie-breaking criteria: In the event of a tie in the score, preference will be given to the firm with the highest number of qualified contracts or, in second order, for the highest accumulated amount of such contracts.
Modalities of participation: Application allowed individually, in association (Joint Venture) or through the inclusion of subcontractors.
Delivery modality: Physical and written delivery of expressions of interest to the offices of the executing agency. Electronic submission of proposals is not authorized.
