Description

The Commonwealth of The Bahamas has received financing from the Inter-American Development Bank (IDB) and the European Union-Caribbean Investment Facility (EU-CIF) for the project Reconstruction with resilience in the energy sector in The Bahamas. The executing agency, the Ministry of Energy and Transport, is seeking specialized contractors to enhance energy security and climate resilience through advanced solar infrastructure in East Grand Bahama.

The project involves the comprehensive design, supply, and installation of resilient microgrids in the High Rock area. These systems are designed to provide sustainable and reliable power, ensuring that critical community infrastructure remains operational even after extreme weather events. The estimated period for construction and commissioning is 18 months.

The scope of services includes:

Engineering and design: Development of technical specifications for solar photovoltaic (PV) arrays and microgrid control systems.

Plant supply: Procurement of high-efficiency solar panels, inverters, and resilient battery storage units.

Installation and integration: Physical construction of the plant and its integration into the local distribution network.

Resilience enhancement: Implementation of structural and electrical standards specifically designed to withstand hurricane-force winds and coastal conditions.

Bidders will be selected through an International Competitive Bidding (ICB) process. To qualify for the shortlist, interested firms must demonstrate:

Technical experience: Completion of at least two (2) similar projects between 2015 and 2025, each with a minimum value of USD 2,000,000.

Financial capacity: Access to liquid assets or credit facilities of at least USD 125,000, net of other contractual commitments.

Specialized personnel: A team of key technical experts with proven experience in renewable energy and microgrid stability.

Compliance: All bids must be accompanied by a Bid security declaration.
