Design, supply and installation for the rehabilitation and electromechanical modernization of the Acaray-Yguazú Hydroelectric Complex - Generation Train

Description

Paraguay, through the National Electricity Administration (ANDE), has financing from the Inter-American Development Bank (IDB) for the "Program for the Rehabilitation and Modernization of the Acaray Hydroelectric Power Plant". This call for International Public Bidding (LPI) invites eligible bidders to submit closed proposals for the electromechanical renovation of the hydroelectric complex's generation train.

Scope of supply and services
Equipment to be acquired: Supply of hydromechanical, electromechanical and electrical equipment, including turbines, generators, butterfly valves, step-up transformers, unit switches, speed regulators, isolated phase ducts, ventilation systems and auxiliary equipment.

Services included: Design, disassembly, installation, rehabilitation, modernization, integral integration to the SCADA system and testing.

Estimated term: 40 months.

Qualification Requirements and Conditions
Regulatory framework: International Public Bidding (IPL) conducted in accordance with the IDB's Policies for the Acquisition of Works and Goods.

Evaluation criteria: Verification of eligibility, history of contractual compliance, litigation history, creditworthiness and financial capacity, along with verifiable general and specific experience.

Required Guarantee: Mandatory submission of a Bid Maintenance Guarantee for a fixed amount of USD $2,600,000.00.

Access to the rules: The bidding documents in Spanish are available on the official website of the National Directorate of Public Procurement of Paraguay in www.contrataciones.gov.py or by email request to dadli@ande.gov.py.

Delivery modality: Physical presentation of proposals in a sealed envelope at the ANDE headquarters (Avenida España c/ Padre Cardozo, Asunción). Electronic bids are not allowed. The opening will take place in a public event in person and online.
