Design, supply and installation of plant for solar PV-BESS mini-grids and water infrastructure

Suriname, through NV Energie Bedrijven Suriname (EBS), has received financing from the Inter-American Development Bank (IDB) and co-financing from the Low Carbon Energy Fund for People and Planet for the "Bio-Economy Empowerment In Suriname's Indigenous Communities Through Access To Water, Energy And Telecommunications (Bio-Sweet)" program. This Invitation for Bids (IFB) invites eligible suppliers to submit sealed bids for solar PV-BESS mini-grids and water infrastructure plant design, supply, and installation.

Scope of supply
Main objective: Design, supply, and installation of plant for Solar PV-BESS (Battery Energy Storage System) mini-grids and water infrastructure, divided into two (2) lots:

Lot 1 (South Suriname): Implementation of 11 energy and 11 water systems across 10 Indigenous communities (including Kwamalasamutu, Apetina, Pelelu Tepu, Palumeu, Alalapadu, Kawemhakan, Sipaliwini, Coeroeni, Amatopo, and Kumakapan) with an estimated construction period of 30 months.

Lot 2 (Matawai and Duwatra/Bekiokondre): Implementation across 5 clusters covering 16 Matawai communities and Upper Suriname River with an estimated construction period of 24 months.

Qualification requirements and conditions
Procurement method: International Competitive Bidding (ICB) conducted under IDB Procurement Policies and Alternative Procurement Arrangements (APA), as applicable.

Financial capability: Minimum liquidity of USD 2.3 million and an average annual turnover of at least USD 6.1 million.

Experience requirements: Minimum of five (5) years of experience in the design, supply, installation, or construction of power, water, or comparable infrastructure, including the completion of at least two (2) similar projects.

Technical capacity: Qualified key personnel and compliance with required PV-BESS technical standards.

Guarantee required: Bidders must submit a Bid Security Declaration alongside their offer.

Access to documents: Complete bidding documents in English are delivered via email upon written request to NV Energie Bedrijven Suriname.

Submission mode: Bids may be submitted physically at EBS in Paramaribo or electronically. Public opening will take place both physically and virtually.
