Description
The Republic of Colombia has received financing from the Inter-American Development Bank (IDB) for the Program to Support the Modernization of the National Tax and Customs Directorate (DIAN), and it intends to use part of these resources for the contracting of specialized services for the design, implementation and operation of a Security Operations Center (SOC).
The project aims to strengthen the DIAN's cybersecurity capabilities by implementing a SOC that allows continuous monitoring, prevention, and response to computer security incidents, guaranteeing the protection of the entity's critical information assets. The contract includes both the operation of security systems and the provision of technological infrastructure, including hardware and software, in accordance with the guidelines of the Office of Information Security.
The tender will be carried out in accordance with the Policies for the Acquisition of Goods and Works financed by the IDB, through the procedure of a single stage and two envelopes. The bidding documents will be available on the SECOP II platform and on the DIAN Fund microsite. Bids must be submitted no later than May 14, 2026 at 10:00 a.m., with electronic submissions permitted. The opening will take place the same day at 10:30 a.m.
The rating requirements include financial capacity (liquidity ratio ≥ 1, debt ratio ≤ 0.6 and short-term leverage ≤ 0.5), as well as general and specific experience in similar contracts executed in the last seven years. It is required to have participated in at least six contracts totaling a minimum value of USD 6 million, including experience in the government and financial sectors, and at least one SOC services contract worth more than USD 1 million.
All bids must be accompanied by a Bid Maintenance Statement. A margin of preference will be granted to national contractors, as set out in the tender documents.
