Description
The Inter-American Development Bank invites consulting firms to submit their Expression of Interest to design, implement, and evaluate a results-based financing pilot to improve the quality, continuity, and sustainability of rural drinking water services in Peru, through incentives linked to the performance of community organizations.
The consultancy will have an estimated duration of 18 months and will include the following activities:
1. System prioritization: Select at least 100 rural drinking water systems in the regions of Piura and Puno, establish their baselines, and coordinate with national and local institutions.
2. Operational and capacity building: Design and implement improvements to existing infrastructure, especially chlorination systems, and train community organizations, operators, and local authorities.
3. Design and implementation of the pilot: Define performance indicators, incentive mechanisms, payments, monitoring and verification. Execute the results-based financing scheme and supervise its operation.
4. Evaluation and scaling: Verify the results, identify learnings and formulate recommendations for the possible institutionalization and expansion of the model at the national level.
Interested companies should carefully review the registration requirements on the relevant IDB portal and ensure that all requested information is completed before submitting their Statement of Interest (EOI).
