Design, development and validation of an integrated social and health assessment system, which includes a dependency scale for the identification of the target population of the care policy

The Inter-American Development Bank (IDB) invites specialized consulting firms to submit their proposals for the design, development, piloting and validation of an integrated social and health assessment system and a dependency scale in Argentina. The project will be executed in coordination with the National Institute of Social Services for Retirees and Pensioners (INSSJP-PAMI) to define the operational criteria for allocation, prioritization and access to care policy benefits.

1. Technical scope and central objectives
Identification and classification: To develop a methodological proposal and a technical scale adapted to the Argentine context to characterize the population in a situation of dependency and classify levels of socio-sanitary vulnerability.

Prioritization criteria: Translate diagnoses into operational rules for the transparent allocation and targeting of care services and benefits.

Institutional diagnosis: To evaluate the current assessment model of the INSSJP-PAMI and to analyze comparable international and national best practices.

2. Key Activities
Design of the instrument: Define the dimensions, variables, scales and assessment mechanisms compatible with the regulatory framework and the operational capacity of the PAMI.

Pilot strategy and support: Design the field application protocol, participant selection criteria, quality controls and analysis of pilot results.

Validation and recommendations: Analyze the evidence obtained to adjust the instrument and propose a roadmap for progressive implementation at the operational, institutional and technological levels.

Inter-institutional coordination: Maintain periodic working groups and validation workshops with the technical teams of the IDB, PAMI and other government agencies.

3. Expected results and inputs
Diagnosis and baseline: Report on the review of international background and evaluation of the current PAMI model.

Technical proposal of the system: Consolidated methodological document of the valuation system and the dependency scale.

Strategy and piloting report: Field test protocol and analytical report of findings for tool calibration.

Implementation plan: Strategic and operational recommendations for the adoption and institutionalization of the system.
