Description

Argentina, through the Ministry of Economy's Ministry of Finance in its role as executing body, has financing from the Inter-American Development Bank (IDB) through the loan PROFIP III IDB 4802/OC-AR for the "Support Program for the Integrated Management of Public Expenditure". This call invites eligible consulting firms to submit their expressions of interest for the modernization of subnational collection systems.

Objective and scope of the consultancy
Central purpose: To design, develop and implement a specialized computer system to optimize the design, management, collection, control and monitoring of non-remunerative rates in the province of Jujuy.

Expected Impact: Strengthen tax efficiency and fiscal equity at the provincial level, increasing the transparency of the tax system and ensuring the long-term sustainability of the province's non-tax public resources.

Qualification Requirements and Required Documentation
Interested firms must provide the consolidated technical and legal information in a single digital file in PDF format (with a maximum weight of 20 MB, or compressed in ZIP/RAR if it exceeds this limit), written entirely in Spanish and signed, containing:

Eligibility and legal aspect: Written expression of interest together with the constituent documents of the firm, the bylaws, the current power of attorney of the signatory and the proof of registration with the ARCA.

Consortia: In case of presenting under associative schemes or transitory unions, the formal proof of the intention to form the consortium must be attached, detailing the participating firms and their roles.

Technical experience: List of similar jobs in technical complexity that have been executed during the last 5 years. Each declared project must detail the place of execution, duration, approximate contractual amount and be duly certified by the contracting public or private authority.

Work team: Detail of the key personnel assigned to the reference projects (Project Manager, specialists and technicians), specifying the names of the professionals and the specific functions performed.

Selection mechanism: The process of technical evaluation and eligibility of applicants will be conducted under the guidelines of the IDB's Consulting Policies (GN-2350-15) in order to form a short list of a minimum of five (5) and a maximum of eight (8) selected firms.
