Design, development and implementation of the plan to strengthen the computer systems of the Comprehensive Employment Service

Description

The Republic of Honduras has requested financing from the Inter-American Development Bank (IDB) for the "Support Program for Labor Insertion in Honduras." This call for the Selection of Consultants, managed by the Ministry of Labor and Social Security (SETRASS), invites eligible firms to express their interest in providing specialized services in software development, interoperability and data analytics.

Scope of the consultancy
- Comprehensive technological solution: Develop and implement the Digital Employment Exchange and the analytical platform of the Labor Intelligence Center (CIL) to strengthen the Comprehensive Employment Service (SI Empleo).

- Technical components: The project includes functional and technical design, definition of technological architecture, development of web services and APIs for interoperability with government systems, and the implementation of business intelligence (BI) tools.

- Inclusion and accessibility: Incorporate rigorous digital accessibility standards aimed at people with disabilities (PwD) and vulnerable groups.

- Operational phase: Execution of data migration, integration and validation tasks, along with training, knowledge transfer and technical support for production.

Qualification and Selection Requirements
- General experience: Legally constituted firms with a minimum of five (5) years of experience in the design, development and implementation of digital platforms and digital transformation, ideally in the public sector or with international financing.

Specific experience required:

- At least one (1) project in the last four (4) years in labor intermediation systems, digital job exchanges or job portals (ATS).

- At least two (2) projects in the last five (5) years that demonstrate secure data integration and interoperability using APIs and web services.

- At least one (1) project in the last four (4) years focused on accessible digital platforms under good practices for PwD.

- At least three (3) projects in the last five (5) years in data analytics solutions, management dashboards or BI platforms using agile methodologies and web/cloud environments.

- At least one (1) project in the last five (5) years executed within the Central American or Latin American region.
