Description
The Inter-American Development Bank (IDB) is calling on consulting firms to provide the Ministry of Commerce and Industry (MICI) of Panama with the technical, strategic and operational instruments necessary for the implementation of the "Made in Panama" program. The objective is to position the brand nationally and internationally and institutionalize its governance.
1. Comprehensive promotion and positioning plan
Dissemination strategy: Design of the positioning strategy in both internal and external markets, defining target audiences, key messages, schedules and performance indicators (KPIs).
Territorial workshops: Preparation of technical and methodological guidelines to carry out local workshops aimed at the correct application of the manual for the use of the seal by the productive sectors.
Reference budget: Structuring of a suggested budget proposal for promotional actions that guides the subsequent allocation of MICI resources, excluding the operational execution of campaigns.
2. Operating model and functional separation
Executing Unit: Design of the functional structure of a specialized executing unit, detailing roles, responsibilities, internal processes and operational flows.
Division of components: Establishment of a clear functional separation between the technical certification process of the seal and the commercial promotion component.
Inter-institutional coordination: Definition of mechanisms for coordination between the different public entities and sectors involved to ensure the viability of the program.
3. Strengthening the regulatory framework
Legal analysis: Diagnosis of current regulations to identify legal gaps, institutional duplications and administrative bottlenecks.
Unified certification: Formulation of technical proposals to consolidate the seal under a single unified national system of certification of productive origin.
Sectoral articulation: Planning for the progressive integration of the sectoral seals already existing in the country under the new regulatory ecosystem.
