Description
Suriname, through the Ministry of Education, Science and Culture, has requested financing from the Inter-American Development Bank (IDB) for the Paramaribo Urban Rehabilitation Program (PURP) II. This consultancy focuses on the preservation and functional restoration of iconic historical structures within the Fort Zeelandia complex. The project is a key component of the broader effort to revitalize Paramaribo's historic center, ensuring that these heritage sites are not only structurally sound but also energy-efficient and accessible to all citizens while maintaining their cultural integrity.
Scope of services
The assignment falls under the Urban Development and Housing sector and includes the following technical requirements:
Restoration Planning: Development of a comprehensive restoration design for "Gebouw 1790" and the "Provoost" (Devil's Building).
Construction Supervision: Providing full-time oversight throughout the restoration and construction phases to ensure compliance with quality standards.
Standards Compliance: Adherence to local building codes, PURP retrofitting guidelines for historic buildings, international standards, and EDGE standards for energy efficiency.
Inclusive Design: Implementation of universal design principles to provide access for people with disabilities, the elderly, and other groups with special needs.
Cultural Sensitivity: Ensuring all restoration activities respect the historical and cultural significance of the Fort Zeelandia site.
Qualification requirements
The selection will be conducted following the IDB’s policies for contracting consultants. Interested firms must demonstrate:
Professional Experience: Proven track record in the supervision of heritage building restoration, specifically in tropical climates and preferably within Suriname.
Portfolio: Submission of a detailed portfolio showcasing at least three (3) similar restoration projects, including visual evidence, credentials, and project costs.
Technical Capability: Evidence of specialized skills in historic preservation, management support systems, and adequate resources (facilities/equipment) to handle the assignment.
Contextual Knowledge: Demonstrated familiarity with Suriname's national language, culture, administrative structures, and laws.
Shortlist: A shortlist of 5 to 8 eligible firms will be established based on the evaluation of managerial and technical capabilities. Joint Ventures are permitted.
