Design and implementation of an evaluation and quality assurance model to measure and improve the impact of the training offer of the Academy of the Prosecutor's Office of Chile

Description

The Inter-American Development Bank (IDB) is seeking to hire specialized technical advice to strengthen the evaluation and quality assurance model of the Chilean Prosecutor's Office Academy. The central objective is to design and implement a system adjusted to institutional needs that allows measuring and enhancing the impact of the training of prosecutors and officials, both nationally and internationally.

1. Diagnosis and survey of comparative experiences
The consultancy will start with a methodological and international reference base:

Mapping and internships: Identification of models of excellence in Latin America and the world, selecting academies to carry out international internships that allow to learn about successful quality assurance practices.

Definition of quality: Carrying out a participatory survey (qualitative and quantitative) with prosecutors and officials to build a definition of "formative quality" of its own, with the CNA as a technical reference.

2. Model design and institutional strengthening
Development of structural tools for educational management:

Methodological proposals: Design of evaluation systems and quality assurance standards, along with plans to strengthen the academic body.

Regional dissemination: Organization of an international seminar with academies of Public Prosecutors of Latin America to present results and analyze regional educational challenges.

3. Support in implementation and continuous improvement
Operational support during the first operating cycle:

Initial cycle: Technical support during the first 12 months of operation of the model.

Adjustments and decision-making: Analysis of the results obtained to make fine adjustments and guide decision-making towards the continuous improvement of the training offer.
