Description
The Dominican Republic, through the Ministry of Public Administration (MAP), has financing from the Inter-American Development Bank (IDB) for the "Program for Strengthening the Management of the Civil Service of the Dominican Republic" (Loan No. 5315/OC-DR). This call invites eligible consulting firms to submit their expressions of interest for the design and implementation of a national digital skills training program.
Scope of the consultancy
Main objective: Design and comprehensive implementation of a massive training program for public servants, focused on closing gaps in digital skills and cybersecurity.
Service Components:
Design of the training program, instructional design and production of multimedia and interactive resources for virtual environments.
Implementation, administration and support of LMS platforms or digital learning ecosystems.
Participant management, retention strategies, competency-based assessment, and issuance of verifiable digital credentials.
Analytical monitoring through dashboards and performance indicators.
Training and strengthening in information protection, cybersecurity and digital risk management.
Qualification and Experience Requirements
Institutional seniority: Demonstrate at least eight (8) years of experience in the market (in consortia or APCA, at least one of the members must meet this requirement).
Specific experience: Accreditation of at least one (1) project designed and implemented in the last eight (8) years regarding massive training in digital skills and cybersecurity through e-learning, virtual or blended learning modalities with LMS support.
Documentary support: Presentation of contracts, certifications of conforming acceptance, minutes of acceptance or certificates of compliance that verify the scope executed.
Proposal selection and management
Regulatory framework: Selection conducted using the Quality-Based Selection (QS) method under the IDB Consulting Policies (GN-2350-15) for the formation of a short list of between five (5) and eight (8) firms.
Delivery modality: The application of individual firms, in association (Joint Venture / APCA) or with the inclusion of sub-consultants is allowed. Expressions of interest may be submitted in writing in physical format or by electronic means enabled by the MAP.
