Description
The Inter-American Development Bank (IDB) is seeking to hire a consulting firm to create a diagnostic instrument to measure the progress of digital transformation in urban mobility agencies in Latin America and the Caribbean (LAC). The focus is not limited to technology acquisition, but encompasses cultural change, data management, and process optimization for decision-making.
1. Development of the diagnostic instrument
The consultancy will take as a basis the existing RutaDigital tool (originally for the road sector) to evolve it towards urban mobility.
Specific Module: Creation of a set of questions and maturity levels focused on control centers, transit and public transportation.
Research: Analysis of the state of the art and global best practices to define indicators of technological appropriation and institutional capacity.
2. Field piloting and validation
A piloting mission will be carried out that includes:
Technical Visit: Face-to-face evaluation in a public transport entity or mobility agency in the region.
Preliminary Diagnosis: Generation of an analysis of the current situation that serves as a test case for the new module of the tool.
3. Roadmap and participatory construction
Based on the results of the diagnosis, the firm must:
Collaborative Workshop: Design and conduct a participatory workshop to build a Digital Transformation Roadmap, prioritizing projects, investments, and acquisitions.
Systematization: Deliver a synthetic document that guides the evaluated organization in its digital modernization process.
4. Actionable recommendations and technical support
The closure of the project includes the delivery of a detailed report with:
Action Plan: Practical recommendations for the implementation of innovative and emerging solutions.
Contracting Support: Preparation of up to three (3) draft Terms of Reference (TOR) for the acquisition of key digital tools identified in the roadmap.
