Description
Panama has requested financing from the Inter-American Development Bank (IDB) for the "Digital Panama" program. This call for the Expression of Interest, coordinated by the National Authority for Government Innovation (AIG), invites eligible consulting firms to submit their qualifications for the establishment of a national data governance framework.
Scope of the consultancy
Diagnosis and strategy: Carry out a comprehensive diagnosis of the current state of data governance in the AIG and in at least two (2) prioritized institutional sectors, designing the National Data Governance Strategy aligned with Digital Government policies.
National Framework and Model: Formulate the National Data Governance Framework (principles, standards, and high-level reference architecture) and define the National Model for methodological and operational adoption.
Operational data management: Define, prioritize, and document critical data, master data, common catalogs, and relevant data domains, as well as structure functional and control processes for metadata management.
Technology Assessment: Analyze, evaluate, and recommend at least two (2) viable technology alternatives to provide infrastructure support for data governance at AIG.
Pilot implementation and legal basis: Pilot the framework designed at AIG and in the selected sectors, and develop the legal bases and regulatory inputs necessary to support a proposal for a national legal framework (with emphasis on data protection, transparency, and secure exchange of information).
Qualification and Selection Requirements
Firm Profile: Submission of a detailed corporate profile of the consulting firm or consortium (APCA), specifying the countries of legal incorporation and the designation of the lead firm in case of alliances.
Related technical experience: Detailed description of works or projects developed that are directly linked to the specific objectives of this consultancy, detailing the methodologies applied and the results obtained.
Knowledge transfer: Demonstrable capacity and experience in the effective transfer of knowledge to public sector teams, including the planning and execution of training activities, technical workshops and accompaniment sessions for public officials.
Normative and regulatory experience: Track record in the development of guidelines, normative and legal frameworks, as well as in supporting the development of decrees, policies and regulations on governance, transparency and data exchange.
Shortlist: Expressions of interest will be evaluated in accordance with IDB consulting policies to establish a shortlist of a minimum of five (5) and a maximum of eight (8) eligible firms.
