Description
Ecuador, through the Internal Revenue Service (SRI), has financing from the Inter-American Development Bank (IDB) for the "Tax and Customs Administration Improvement Program". This call for International Public Bidding (IPL) seeks to select qualified suppliers for the supply and implementation of critical digital protection tools.
Scope of supply
Main objective: Implementation of a comprehensive technological solution specialized in the detection, mitigation and timely response to cybersecurity and institutional cyber defense incidents and threats.
Qualification requirements and experience criteria
Interested bidders must comply with the following technical and financial parameters:
Financial capacity: Demonstrate an average annual turnover in the last 5 fiscal years equal to or greater than USD 888,524.75, exclusively from the sale of goods or provision of technology services.
Rules for consortia (APCA): The financial capacities of the members will be allowed. The lead member must individually contribute at least 50% of the required amount, while each of the other participants must cover at least 10%.
Financial evidence: Simple copy of financial statements and tax returns filed with the competent authority in US dollars (or with their respective official conversion using the rate of the Central Bank of Ecuador at the end of the corresponding year).
Specific experience: Prove track record within the last 10 years in marketing specialized cybersecurity licenses, goods or services (migration, technical support, consulting or threat management).
Minimum amounts required: The cumulative value of the technical certifications submitted must be greater than or equal to USD 1,100,000.00, supported by a maximum of five (5) completed contracts (certificates issued by the proposing company itself are not accepted).
Conditions of the process and presentation
Margin of Preference: No scoring benefit or margin of economic preference will be granted to contractors or associations of national origin.
Guarantee of seriousness: All proposals must attach the official form of the Declaration of Maintenance of the Offer.
Access to the bases: The specifications and the complete technical requirements of the tender are available for direct digital download on the SRI institutional portal.
Delivery method: Bids must be submitted printed in physical format and in a sealed envelope at the offices of the Government Platform for Financial Management in the city of Quito. Proposals will not be sent by electronic means. The envelope opening sessions will have the option of face-to-face attendance and online transmission.
