Description
The consulting services (from now on "the services") include generating recommendations to prepare a national risk reduction management plan, within which the current protocols for the communication of fuel and electricity emergencies in Chile must be tested. This initiative has a its main purpose the development of a dynamic national plan that will support the reduction of disaster risks and which additionally will identify possible shortcomings or inconsistencies considering such as those experienced during the pandemic both within the National Emergency Plan as well as within the ensuring communication protocols.
The scope of the services includes:
i. The review of the latest internal regulatory changes associated with disaster risk management, with the Senapred law and the 2020-2030 strategy.
ii. The international review of disaster risk reduction plans and emergency communication protocols for fuels and electricity.
iii. The lessons learned from these plans and protocols for after the COVID pandemic. It will look at these both from the international as well as the Chilean experiences.
iv. The testing of the two current emergency communication protocols (fuels and electricity) from the Ministry of Energy, with a special focus on pandemic situations.
v. Improvement recommendations for of these emergency protocols.
vi. Content recommendations and improvements, in order to transform the current emergency plan into a disaster risk reduction management plan.
