Description
Barbados has received financing from the Inter-American Development Bank (IDB) for the Climate Resilient and Sustainable Integrated Coastal Zone Management program. The Ministry of Environment and National Beautification, as the executing agency, is seeking specialized contractors to implement critical coastal infrastructure improvements aimed at protecting the island's western coastline against erosion and climate change impacts.
The project is divided into three strategic lots, focusing on beach stabilization and infrastructure protection through a combination of "soft" and "hard" engineering solutions. The works involve significant offshore construction, including submerged breakwaters and groynes, as well as onshore improvements to roads and public spaces.
The procurement is divided into the following lots:
Lot 1 - Clinketts (10 months): Coastal improvements over 430m, including five submerged breakwaters, beach fill (5-10m widening), road and sidewalk foundation improvements, and the replacement of a road bridge.
Lot 2 - Sand Street (6 months): Seawall and drainage improvements over 370m, involving five submerged breakwaters, equilibrium beach fill, and the rerouting of walkways.
Lot 3 - Mullins (10 months): Coastal works over 700m from St. Peters Bay to Mullins Beach, including the modification or construction of six groynes, five submerged breakwaters, and a concrete under-beach walkway.
Bidders will be selected through an International Competitive Bidding (ICB) process. To qualify, firms must demonstrate:
Technical Experience: Completion of similar coastal defense contracts since 2015. Minimum total contract values range from USD 1,000,000 (for 1 lot) to USD 3,000,000 (for 3 lots).
Financial Capacity: Access to liquid assets or lines of credit of at least USD 500,000 per lot.
Security: All bids must be accompanied by a Bid Security of BBD $50,000.00.
Electronic Submission: Bids must be submitted via the Barbados Integrated Government eProcurement Portal by May 13, 2026.
