Description
Paraguay has requested financing from the Inter-American Development Bank (IDB) for the "IDB CLIMA - Lake Ypacaraí Basin Sanitation Program". This call for the Expression of Interest, managed by the Ministry of Public Works and Communications (MOPC), invites eligible consulting firms to submit their qualifications for the comprehensive management of this infrastructure program.
- Scope of the consultancy
Management and strategic planning: Updating operational tools (POA, PEC, PAC), establishing key performance indicators and structuring the communication framework.
- Technical review and engineering: Detailed evaluation and optimization of project designs, technical supervision of works and execution of minor environmental or social consultancies.
- Fiduciary and contractual administration: Control of the execution of contracts with contractors, management of deadlines and budgets, administration of trust funds and issuance of financial reports.
- Social, environmental and community management: Implementation of impact mitigation plans, coordination with local communities, management of communication strategies and risk mitigation.
- Institutional operational support: Direct support to the Directorate of Drinking Water and Sanitation (DAPSAN) through the subcontracting of specialized services, provision of inputs and hiring/training of professional and technical personnel.
- Transfer of works: Planning of the orderly delivery of the built facilities, including training for the continuous management, formalization and updating of the providers' tariffs.
Qualification and Selection Requirements
- General experience: Prove a minimum of three (3) consulting contracts in management of infrastructure projects or programs, whose individual value is equal to or greater than USD 100,000,000, with a start date on or after January 1, 2008. At least one of these contracts must have been executed in Latin America.
- Specific experience: Demonstrate participation in at least three (3) consulting contracts in project management or programs specifically in the Drinking Water and Sanitation sector, with a minimum value of USD 50,000,000 each, initiated on or after January 1, 2008.
- Documentary support: The experience must be accredited by simple copies of contracts or service orders along with their certificate of conformity or proof of completion. Documents will not be accepted under the modality of affidavit. Foreign language documents must include a simple Spanish translation.
- Consortia (APCA): Partnership between firms is allowed to improve the rating. The specific experience requirements are not mandatory for each member individually, but must be met by at least one of the consortium members.
- Short list formation: A minimum of five (5) and a maximum of eight (8) eligible firms will be prequalified. Priority will be given to companies that demonstrate greater experience in hiring specialized human resources, logistical provision and management of social promotion or resettlement.
