Description
The Republic of Paraguay has requested financing from the Inter-American Development Bank (IDB) for the Program for the Improvement of Rural Connectivity. The Ministry of Public Works and Communications (MOPC) is calling on consulting firms to inspect road works in the departments of Caaguazú and Caazapá. The objective is to ensure that the rehabilitation and paving of neighborhood roads comply with engineering designs, technical norms and quality standards, ensuring the correct investment of resources aimed at improving connectivity in rural areas of the country.
Scope of the consultancy
The services belong to the Transportation sector and include:
Technical Inspection: Supervision of the Cristo Rey - Tarumaí (35.19 km) and Abaí - Tarumá - Tuna (29.22 km) sections.
Engineering Review: Verification of the Final Engineering Design to detect omissions or errors before and during execution.
Quality Control: Assume technical responsibility for compliance with specifications, equipment, personnel and work schedules of the construction contractor.
Deadlines: The provision of services has an estimated term of 570 calendar days.
Qualification and Process Requirements
The selection will be made using the Quality and Cost Based Selection (SBCC) method, following IDB policies (GN-2350-15):
Specific Experience: Declare up to 5 similar contracts for inspection in road works or asphalt paving concluded since 2015.
Financial Capacity: Submit financial statements for the last three fiscal years to prove solvency.
Partnerships: The formation of consortia (Joint Venture) is allowed to strengthen the technical profile; Each member must bring experience.
Short List: A group of between five (5) and eight (8) qualified firms will be pre-selected for the bid submission stage.
