Description
The Argentine Republic, through the Ministry of Economy's Secretariat of Energy, has received financing from the Inter-American Development Bank (IDB) for the Program to Support the Transition to a Sustainable Electricity Sector in Argentina. The objective of this call is to hire a consulting firm to design a national strategy for the modernization of the electricity metering system. The study seeks to strengthen demand management and optimize the Targeted Energy Subsidies (SEF) scheme through the progressive implementation of smart meters, generating reliable information for evidence-based public policies.
Scope of the consultancy
The services are part of the Energy sector and include the development of a comprehensive technical, economic, regulatory and operational study:
Strategy Design: Development of a 5-year roadmap for the national installation of smart meters, including pilot projects.
Technical-Economic Analysis: Survey of the technology market, definition of specifications under interoperability criteria and estimation of connectivity and maintenance costs.
Data Architecture: Proposal of models for the access, storage and cybersecurity of consumer information, complying with the protection of personal data.
Governance: Development of contractual models involving regulators, public authorities and electricity distribution companies.
Duration: An execution period of 12 months is estimated.
Qualification Requirements
The selection will be made using the Selection Based on Consultants' Qualifications (SCC) method, in accordance with IDB policies (GN-2350-15):
General Experience: Minimum of 5 years in energy sector consulting, with an emphasis on efficiency and digitalization of networks.
Specific Experience: To accredit at least 3 projects related to advanced metering systems (AMI/AMR) and experience in large-scale projects with public or multilateral organizations.
Professional Team: The firm must propose a team led by a Project Leader (8 years of experience), a Project Manager and specialists in statistics, electrical engineering, ICT, economics and regulation.
Partnerships: Presentation in Joint Venture or with subcontractors is allowed to strengthen the technical profile. Technological neutrality is required in all recommendations.
