Description
The Republic of Paraguay, through the Ministry of Public Works and Communications (MOPC), uses financing from the Inter-American Development Bank (IDB) (Loan 6020/OC-PR) to strengthen the management of its rural road network. This call seeks to hire a consulting firm to provide comprehensive support to the Program Executing Unit (UEP-DCV) in the administration, execution and technical supervision of neighborhood road projects, guaranteeing fiduciary efficiency and quality in the works.
Scope of consultancy:
Management and Administration: Professional support in planning, financial monitoring and risk control through tools such as the POA and the Procurement Plan.
Technical Advice: Review of designs, soil, structural and environmental studies, as well as supervision of works to minimize technical and legal risks.
Procurement: Preparation of bidding documents and evaluation of bids under IDB regulations.
Training: Development of a training plan for program staff.
Qualification and Process Requirements
Selection will be made using the Quality and Cost Based Selection (SBCC) method (GN-2350-15):
Specific Experience: Accrediting up to 4 contracts since 2015 in the management of infrastructure projects financed by multilaterals, with an amount equal to or greater than US$ 75 million.
Financial Capacity: Present financial statements for the last three closed fiscal years.
Consortia: Joint ventures are permitted, but branches may not use the expertise of their parent company.
Short List: A group of up to eight (8) qualified firms will be pre-selected.
