Description

The Inter-American Development Bank (IDB) invites specialized consulting firms to submit their proposals for the strategic strengthening consultancy of the BECAL Program.

The central objective is to increase the relevance and effectiveness of the program's calls, identifying skills gaps and critical profiles in alignment with the goals of the National Development Plan 2050 and the productive sector. Likewise, the consultancy will design the governance, financing and sustainability schemes required to structure the continuity phase of the program (BECAL III).

1. Technical scope and prospective diagnosis
Identification of talent gaps: Design and implement participatory processes with actors from the public, productive and academic sectors to identify critical profiles and demands for advanced human capital training in the medium and long term.

Historical analysis of calls: Systematically evaluate BECAL's accumulated experience (analyzing applications, selections, vacancies, and budget execution) to detect patterns and opportunities for optimization.

Mapping the postgraduate ecosystem: Carry out a comparative study of the national (CONACYT, MITIC, local universities) and international offer of master's degrees, doctorates and specializations, evaluating their quality, relevance and mechanisms for monitoring and reinserting scholarship holders.

2. Financing and governance strategy for BECAL III
Optimization of benefits: Evaluate current coverage schemes (tuition, maintenance, insurance, tickets) in comparison with international standards to propose alternatives that maximize the social return on investment per scholarship holder.

Governance structure: Design management guidelines, inter-institutional coordination mechanisms, and prioritization matrices that effectively link the training offer with the country's strategic sectors.

Financial sustainability: Develop technical proposals to diversify sources of financing, incorporating co-financing mechanisms and strategic alliances with universities and the private sector.

3. Expected deliverables
Output 1 — Work plan: Methodological proposal, executive schedule and articulation strategy with key actors.

Output 2 — Gap and profile diagnosis: Analytical documentation on priority demands for critical training and skills in key sectors.

Output 3 — Experience, Financing and Benefits Report: Evaluation of past calls and proposals for adjustments to the cost and benefit structure of the program.

Output 4 — Study of the postgraduate ecosystem: Mapping of the national and international academic offer and of good practices in monitoring and reintegration.

Output 5 — Strategic Governance and Sustainability Proposal: Operational Framework, Prioritization Criteria and Financial Alternatives for BECAL III Phase.

Output 6 — Final report and systematization: General consolidation of findings, report of participatory workshops and executive presentation in PowerPoint.
