Description
The Tourism Authority of Panama has received financing from the Inter-American Development Bank (IDB) for the Program for the Integral Urban Development of Cities with a Tourism Vocation. This call seeks to select a consulting firm to diagnose, design and implement a comprehensive program of institutional strengthening and knowledge transfer for the staff of the ATP and PROMTUR, aimed at the development of modern, sustainable and innovative tourism.
Scope of the consultancy
Capacity Diagnosis: Comprehensive institutional evaluation and detection of technical gaps, strategic profiles, and training needs in both the ATP and PROMTUR.
Strengthening program: Design and execution of training methodologies that include workshops, seminars, practical sessions, laboratories, mentoring and exchanges of experiences.
Training of trainers: Establishment of a "train-the-trainers" scheme to guarantee the continuity, replicability and sustainability of knowledge within institutions.
Institutional tools: Development of manuals, methodological guides, management tools and a Sustainability and Capacity Development Plan.
Monitoring and evaluation: Incorporation of institutional monitoring schemes based on impact indicators to measure the results of the program.
Qualification Requirements
Signature Experience: Accreditation of general technical trajectory in the execution of similar works within government institutions dedicated to the tourism sector during the last eight (8) years.
Required supports: Presentation of the institutional resume of the consulting firm or consortium that certifies the requested experience, which may include explanatory brochures with a maximum length of up to 30 pages.
Delivery format: Expressions of interest must be submitted in written form (physical print) and written in Spanish.
Partnerships: Firms may associate under the form of Joint Ventures or consortia, as well as include subcontractors in order to improve and strengthen their qualifications.
Short list: The process will conclude with the formation of a short list made up of a minimum of five (5) and a maximum of eight (8) eligible firms under IDB policies.
