Description

The Republic of Honduras, through the Honduran Customs Administration, has requested financing from the Inter-American Development Bank (IDB) for the Institutional and Operational Strengthening of the Customs Administration project. This consultancy seeks to transform the management of human talent within the institution, integrating the principles of equity, inclusion and diversity in a transversal way. The objective is to modernize the employee's life cycle, from recruitment to dismissal, ensuring a fair, competitive work environment aligned with international public management standards.

Scope of consultancy:
- Situational diagnosis: Carry out an exhaustive analysis of the current state of human talent to identify gender gaps, competencies and opportunities for improvement.

- Design of the comprehensive model: Preparation of manuals, processes, competency profiles and human resources policies that actively incorporate gender equity and inclusion.

- Implementation plan: Definition of a gradual roadmap with timelines, responsible parties and resources necessary for the implementation of the new model.

- Monitoring and evaluation: Establishment of mechanisms to measure the impact of the diversity and talent policies implemented.

Qualification Requirements

- General experience: Career in human resources consulting or institutional management in the public sector.

- Specific experience: Strengthening projects in customs or tax administrations will be valued, as well as previous experience with multilateral organizations.

- Gender approach: Verifiable experience in the integration of equity and inclusion principles in institutional projects.

- Technical capacity: Demonstrate a multidisciplinary organizational structure (organizational chart, mission, vision and legal constitution).

- Language: All communications, documentation, and execution of the contract must be done strictly in Spanish.
