Description
1. Objective
Implement, throughout the national territory, the tool for measuring the current state of access and use of ICT in the Health sector in Colombia. At the same time, it is intended that this consultancy will make it possible to provide recommendations for the future design of a mechanism that allows the updating and collection of information periodically, minimizing the operational burden on the Territorial Entities
2. Scope of Services
The implementation of the surveys must be based on knowledge of the tool designed by the OTIC office of the Ministry of Health and Social Protection, and includes the monitoring and completion of the survey and the analysis of the information.
3. Key Activities
3.1. Definition of the sample based on the universe defined by the public entities of the state that provide health services under technical supervision of the MSPS. The definition of the sample must take into account the representativeness for the public IPS headquarters, by level of complexity and by territories. The territories will be defined according to the criterion of population number.
3.2. Development of a detailed logistics plan to carry out an in-person and virtual survey (in the case of municipalities that are difficult to access) in the study sample provided by the IDB/MSPS/DNP technical team, which includes a script with frequently asked questions , procedures for contacting public hospitals, number, order and pattern of attempts, etc. The logistics plan must be approved by the technical team before starting data collection.
3.3. Program the electronic questionnaire on the server or data collection platform to be defined between the technical specialists of the Ministry and the IDB in accordance with the survey instrument provided by the technical team and develop a case management system to track attempts to contact via web with hospitals.
3.4. Manage, based on data protection procedures, the custody of contact information (telephone numbers) that will be provided by the MSPS under the rules of a non-disclosure agreement
3.5. Train enumerators, supervisors, field managers and other project personnel.
3.6. Interviews resulting in a sample of public hospitals or the set of surveys completed and follow-up of all successful and unsuccessful attempts to contact participants.
3.7. Data quality checks to ensure the highest levels of data quality and careful monitoring.
3.8. Cleaning and organizing data files, programs and code books in a single database that will be provided to the IDB and MSPS technical team.
