Description
The purpose of the project is to strengthen the General Registry of Real Estate Property by means of a modern and dynamic management system that allows for the efficient execution of the registration and publication of any document that affects the legal status of a property.
The contracting of consulting services is proposed to achieve the following objectives:
- Development and implementation of the Digital Unified Real Folio System. To develop the Digital Unified Real Folio System that improves and makes efficient the technique of registration in Folio Real provided by law, with Web Services that allow interoperability not only between the headquarters of the Registries, but also with other public and private organizations.
In order to achieve this objective, the following activities are foreseen:
- Improvement of processes
- Survey, review and definition of the scope
- Elaboration of the functional analysis
- Database design
- Application development and testing
- Implementation, deployment and support
- Technology transfer
- Digitalization of paper license plates. To develop and implement the digitalization of paper license plates in order to increase the quality of the services provided by the State by incorporating information and communication technologies, simplifying procedures, promoting process reengineering and offering citizens the possibility of improving electronic access to secure, coherent and comprehensive information.
In order to achieve this objective, the following activities will be carried out:
- Study the improvement of processes
- Execute digitization
Migration to a Single Database To have a single database, based on the transfer of information contained in the existing systems at each Registry headquarters (Santa Fe and Rosario), which will provide greater legal security, working hard on the quality of the data.
In order to achieve this objective, the following activities will be carried out:
- Survey and analysis of the data stored in each of the headquarters, so as to define in detail how the transfer will be made according to field by field from the old to the new base defined in the previous objective.
- Improve user service, training staff to achieve quality management and with full knowledge of the changes generated, implementing institutional strengthening actions of the General Registry of Real Estate Property.
In order to achieve this objective, the following activities are foreseen:
- Training of all the staff of the General Registry of Real Estate Property of the Santa Fe and Rosario headquarters and the nodes, and thus have trained personnel trained in the new tools of the computer system F.R.U.D.I. so as to achieve a uniform management and under the same strategic guidelines throughout the province.
