Description

Brazil, through the Santa Catarina State Department of Finance, is receiving financing from the Inter-American Development Bank (IDB) for the "Santa Catarina State Fiscal Management Modernization Project - PROFISCO II SC." This invitation calls on eligible consulting firms to submit expressions of interest for the modernization and enhancement of the Executive Branch Cost Information System (Custos SC).

Scope of the Consultancy
Main objective: Provision of specialized methodological and technological development services to expand the assessment of the costs of the structures and services provided by organizations of the state Executive Branch.

Key activities:

Mapping of processes, services, and activities, including the systematization of costing models.

Proposal of information and governance models to support decision-making and government planning.

Assessment of the operational and technological continuity safeguards of the current system.

Preparation of requirements specifications for the Cost Portal and the Management SIC.

Alignment of cost assessment practices with the Brazilian Accounting Standards Applicable to the Public Sector (NBC TSP).

Qualification and Experience Requirements
General experience: Demonstrated experience in providing consulting services in organizational governance, process/service mapping, and development of Business Intelligence (BI) dashboards.

Specific experience:

Projects involving the systematization and assessment of service costs applied to the public and private sectors.

Requirements engineering and specification for information technology solutions (systems, portals, and BI tools).

Documentary limitation: Documentation submitted to demonstrate qualifications may not exceed a maximum of 100 pages (content from page 101 onward will not be considered).

Selection and Proposal Management
Regulatory framework: Process conducted in accordance with the IDB's Consulting Policies for the preparation of a shortlist comprising five (5) to eight (8) firms.

Participation modalities: Individual applications, joint ventures, or the engagement of subconsultants are permitted.
