Description
The Inter-American Development Bank (IDB) is executing the aforementioned technical cooperation (TC). Within the framework of this TC, the IDB intends to contract the following consulting services:
a) Carry out the requirements analysis and architecture design based on the Single Collection System (SRU). The main activities include:
▪ Carry out the requirements analysis based on the common technical specifications (ETC) of the Single Collection System (SRU), which include transactional communication requirements, interoperability requirements between the different operators and settlement and compensation rules, security requirements and system management essential for its implementation among others.
▪ Carry out the design of the SCBN4 architecture, including at least the general design of the Central System, the design of the Processor and transactional control, design of the minimum compensation processing, design of the database of the Base Central System, Design of reports and basic control panel.
b) Implementation of the Level 4 Central Base Collection System Platform - SCBN4:
▪ Implementation of the SCBN4 Operating Platform for all Multi-operator processing
▪ Implementation of the SCBN4 Operating Platform for all Settlement and Compensation processing
▪ Preparation of technical notes and technical use manuals and maintenance of the platform.
c) Develop an Integration procedure
▪ Prepare a technical document with the procedures and integration tests of the different types of operators according to the mode of transport (Metro, BRT, conventional buses, etc.)
▪ Provide technical support to the ATU with the integration of a pilot operator, so that the ATU can continue with the integration process of future operators.
d) Technical strengthening and training
▪ Prepare a training plan for the solution offered and provide it to the ATU user area for the Operator Level and the Technical Level
The estimated period for carrying out the consultancy is 10 months, counted from the signing of the contract, including the collection of observations. The estimated value is US$440,000 (four hundred and forty thousand US dollars), including all taxes.
The consulting firms or consortium of firms must have experience of at least 5 years in carrying out consultancies similar to this one, engineering services and/or technical assistance for the definition and/or implementation of collection systems in public transport with card. contactless in urban transport services in cities with at least 500 thousand inhabitants or more than 100 thousand travelers/day. In addition, the firm must have a team of key specialists who have experience in providing services related to electronic collection systems with contactless smart cards in public transportation or equivalent projects, specialists in interoperable transportation card processes, developments or technical advice. of interoperability models, validation of requirements or technical specifications of collection systems, among others.
