Description
The Inter-American Development Bank (IDB) is convening consulting firms to strengthen the analytical and decision-making capacities of Colombia's Communications Regulatory Commission (CRC). The project focuses on the redesign of the Regulatory Impact Analysis (AIR) through the integration of artificial intelligence and advanced analytics, allowing a more efficient and evidence-based evaluation of public policies.
1. Diagnosis and design of the AIR model
- AS-IS analysis: Diagnosis of the current AIR process to identify operational, methodological and analytical gaps.
- Methodological design: Creation of a new AIR model that incorporates advanced analytics adapted to the regulatory context of communications.
- Data inventory: Survey and structuring of internal and external data sources needed to feed AI models.
2. Development of artificial intelligence tools
- Functional architecture: Design and development of analytical modules and AI functionalities that support the evaluation of regulatory alternatives.
- Dataset preparation: Cleaning and documentation of datasets to ensure the accuracy of the developed models.
- Technological integration: Creation of an operational AIR tool that unifies the technical methodology with the technological support.
3. Piloting and knowledge transfer
- Pilot application: Validation of the methodology in a real regulatory case prioritized by the CRC, evaluating alternatives based on the results of the AI.
- Institutional training: Transfer of technical capabilities to the CRC team to ensure autonomous operation and maintenance of the tool in the future.
