Description
The Government of the State of Amazonas, Brazil, through the Social and Environmental Program for Manaus and the Interior (PROSAMIN+), received financing from the Inter-American Development Bank (IDB) to boost the modernization of the public machine. The executing agency is looking for a specialized consultancy to design the technological and normative roadmap that will transform the interaction between the State and the Amazonian citizen.
The central objective is to leverage the digital transformation of public services, focusing on agility, simplification and high quality accountability to society. The consultancy should carry out in-depth diagnoses based on ABEPTIC parameters, identify priority areas for digitalization and establish a solid governance structure, accompanied by a robust training plan for state public servants.
Consulting services comprise:
Diagnosis and evaluation: Analysis of the current situation of business processes, operating models and regulation of the digital offer in Amazonas.
Strategic plan for digital government: Elaboration of goals to unify access to services, democratize digital supply and foster citizen participation.
Regulatory instruments: Creation of standards and policies that provide legal and operational support to the new digital strategy.
Training strategy: Preparation of a training plan for civil servants, ensuring that human capital keeps up with technological evolution.
Performance indicators: Establishing metrics (KPIs) to monitor and evaluate the effectiveness of the strategy's implementation.
The selection will be carried out through the Selection based on Quality and Cost (SBQC) method. To be part of the short list (maximum of 8 companies), interested parties must present a portfolio that proves experience in similar services and availability of a highly qualified technical team. Expressions of interest can be sent by email or postal mail until April 6, 2026.
