Description
The Inter-American Development Bank (IDB) is calling for specialized consulting firms for the planning, acquisition and processing of high-precision topographic data in the District of Cartagena de Indias, Colombia. The objective of the project is to structure detailed digital models that serve as a base input for the spatial analysis of coastal flood scenarios and the design of climate change adaptation strategies.
1. Territorial scope and technical planning
Geographical coverage: Execution of a survey of 1970 hectares strategically distributed in five (5) island and coastal sectors of the district:
- San Bernardo Archipelago: Tintipán, Múcura and Santa Cruz del Islote.
- Rosario Islands: Isla Grande.
- Isla Fuerte.
- Continental coastal strip: Between Manzanillo del Mar and Punta Canoas.
Methodology and scale: Use of airborne LiDAR sensors mounted on unmanned aircraft (UAVs), configured to generate high-resolution cartography at a detail scale of 1:2000.
Preparatory phase: Design of technical flight plans analysing point densities and vertical/horizontal precisions, management of optimal climatic windows and processing of all logistics permits for operation in island and protected areas.
2. Data processing and geospatial modeling (GIS)
Information processing: Advanced classification of the captured point cloud, applying geometric corrections and rigorous altimetric validations under recognized geospatial standards.
Elevation models: Generation of Digital Terrain Models (DTM) and Digital Surface Models (DSM) optimized for direct integration into GIS tools and hydrodynamic flood models.
Institutional coupling: Integrate and couple the new terrain models with the existing databases of the "Base Studies of the District of Cartagena de Indias", previously developed within the framework of the Sustainable and Competitive Cities Program.
3. Mandatory technical products and deliverables
The consulting firm will be responsible for structuring and delivering the following portfolio of standardized products:
Pure elevation inputs: LiDAR point cloud classified in industry standard formats (LAS/LAZ), along with the corresponding MDT and MDS raster and vector files at 1:2000 scale.
Cartography and integration: Digital orthophotomosaic duly georeferenced and the MDT fully coupled with the historical studies of the district.
GIS structure and reports: Geographic database structured in a dynamic GIS system, accompanied by technical survey reports, quality control logs, statistical validation of accuracy and the complete registration of technical metadata.
