Description

The Inter-American Development Bank (IDB) is calling on specialized consulting firms to carry out a high-precision topographic survey using airborne LiDAR technology using unmanned aerial vehicles (UAVs). The objective is to generate detailed digital models that serve as input for the spatial analysis of coastal flood scenarios and the design of climate change adaptation measures in the district of Cartagena.

1. Geographical scope and technical planning
- Study coverage: Survey of 1,970 hectares at a detailed scale (1:2000) focused on vulnerable island and coastal environments.

- Prioritized sectors: Intervention in five critical areas of the district of Cartagena:

San Bernardo Archipelago (Tintipán, Múcura and Santa Cruz del Islote islands).

Rosario Islands (Isla Grande).

Isla Fuerte.

Coastal stretch between Manzanillo del Mar and Punta Canoas.

- Island logistics: Planning of optimal climate windows, definition of point densities, vertical/horizontal accuracy and management of operational permits in protected island areas.

2. Data acquisition and digital processing
- Information capture: Integrated LiDAR data collection and high-resolution photogrammetric records in the field.

- Point cloud debugging: Advanced point cloud classification, geometric correction of flight passes and strict altimetry validation under recognized technical standards.

- Digital modelling: Generation of two cartographic products that are fundamental for physical simulation:

- Digital Terrain Models (DTM): Representation of bare soil free of vegetation and structures.

- Digital Surface Models (MDS/DSM): Inclusion of elevations of natural and artificial covers.

3. GIS integration and hydrodynamic coupling
- GIS compatibility: Structuring of vector and raster geographic layers fully compatible with Geographic Information Systems tools and hydrodynamic modeling software.

- Articulation of studies: Technical coupling of the new topographic models with the pre-existing terrain bases generated in the "Base Studies of the District of Cartagena de Indias" of the Sustainable and Competitive Cities Program.

- Spatial database: Comprehensive organization of the geospatial database, survey metadata and technical reports to support institutional decision-making.
