Description

The Inter-American Development Bank (IDB) is seeking to hire a consulting firm to provide specialized methodological advice to the Attorney General's Office of the State of Oaxaca (FGEO). The central objective is to implement a technical and legal review of the investigation files to ensure that the criminal classification and statistical classification are consistent with the facts and evidence, thus strengthening the quality of the criminal information.

1. Methodological design and analysis criteria
The consultancy will establish the technical bases for a rigorous review of tax processes:

- Development of methods: Creation of a methodology with technical and legal criteria that serves as a reference to guarantee the correct classification of crimes.

- Definition of scope: Determination of the universe of analysis of the investigation folders corresponding to the period 2023-2025, in collaboration with the SESNSP.

2. Technical support and validation
The firm will act as a specialized guide during the substantive review process:

- Detection of inconsistencies: Identification of discrepancies between the facts investigated, the evidence collected and the initial criminal classification.

- Support for operators: Accompaniment to FGEO operators in the application of review criteria, strictly respecting institutional autonomy in legal decision-making.

- External validation: Execution of technical monitoring processes to ensure quality and rigor in statistical and legal reclassification.

3. Systematization and replicability
The project seeks to generate knowledge products that allow the experience to be scaled:

- Documentation of good practices: Generation of narrative inputs and case studies that document the experience and lessons learned during the consultancy.

- Capacity transfer: Development of guides and technical inputs designed to facilitate the replicability of the methodology in other prosecutors' offices or regions.
