Consulting to implement an advanced training program in emerging technologies for Santander's IT ecosystem

Description

The Inter-American Development Bank (IDB) is calling on consulting firms to submit proposals to structure, disseminate and implement a specialized training program of at least 440 hours of total intensity. The program is focused on developing advanced technological competencies to train and certify at least 80 professionals in the information technology (IT) ecosystem in the department of Santander (Colombia) and other regions of the country.

1. Technical training modules
Applied Artificial Intelligence (Min. 160 hours / 30 certificates): Foundational Model Coverage (LLM), RAG architectures with local data, bias/toxicity assessment, ethical governance, fine-tuning and multi-tool agents. Requires as deliverables a functional demo of an AI assistant/service, risk matrix and assessment report.

Cybersecurity (Min. 140 hours / 25 certificates): Training in OWASP methodologies, identity management (IAM), vulnerability analysis, SIEM monitoring, threat modeling and DevSecOps. It requires a simulated pentest with remediation plan, a DevSecOps pipeline and technical defense as deliverables.

Cloud & DevOps (Min. 140 hours / 25 certificates): Cloud fundamentals (AWS, GCP or Azure), container orchestration, Infrastructure as Code (IaC with Terraform), CI/CD, observability and FinOps. It includes as a deliverable a productive deployment challenge with rollback mechanisms and incident logs.

2. Phases of the service and pedagogical methodology
Structuring, call and selection: Design curricular frameworks, execute dissemination campaigns to attract qualified candidates, apply baseline surveys and validate the final list of selected candidates with the IDB.

Practical and interactive methodology: Teach the program in synchronous remote mode (with possible face-to-face spaces), applying problem solving with regional datasets, tabletop exercises, A/B tests and war room dynamics.

Incorporating AI into education management: Integrate AI tools to self-score deliverables, diagnose design errors, prioritize safety alerts in labs, and assist in infrastructure code generation.

3. Evaluation, monitoring and final products
Quota management and monitoring: Size the enrollment supply considering the expected dropout rate, hold biweekly progress meetings with the IDB, and consolidate the datasets of the entry and exit surveys.

Systematization and reporting of results: Evaluate the acquisition of knowledge and the level of satisfaction of the participants up to one month after the conclusion of the program, delivering a report of results with recommendations for future editions.
