Description
Suriname, through the Ministry of Finance and Planning, has requested financing from the Inter-American Development Bank (IDB) under the "Fiscal Support Program to Regain Growth" (FISREG Program). This Request for Proposals invites eligible consulting firms to submit Expressions of Interest (EOI) to provide integrated policy, legal, institutional, and implementation support for corporate income tax reform and tax administration modernization.
Scope of the consultancy
Main objective: Provide comprehensive advisory support to reform the corporate income tax system, address international taxation developments, review tax incentives and stabilization arrangements, and modernize tax administration.
Key tasks and deliverables:
Task 1: Inception and validation of existing diagnostic work.
Task 2: Corporate income tax diagnostic and policy reform options.
Task 3: Pillar Two (OECD/G20 Global Minimum Tax) and international taxation framework.
Task 4: Review of corporate tax incentives, exemptions, and stabilization arrangements.
Task 5: Drafting of required legislation, regulations, and implementation instruments.
Task 6: Strengthening international tax cooperation, transparency, and exchange of information.
Task 7: Alignment between tax policy reforms and digital/institutional transformation under FISREG.
Task 8: Capacity building for the Department of Tax and Customs and implementation support.
Duration: Estimated assignment period of twelve (12) months.
Qualification requirements and experience
Institutional experience: Minimum of ten (10) years of institutional experience in international taxation, domestic resource mobilization, or tax policy reform.
Track record: Successful completion of at least three (3) assignments advising national governments on corporate or international tax reform, including experience taking at least one tax reform from diagnostic and policy design through legislative drafting and implementation support.
Specialized expertise: Direct experience with Pillar Two, BEPS, tax transparency, exchange of information, and supporting senior government officials in international tax engagements. Experience in small states, Caribbean jurisdictions, or resource-dependent economies is required.
Key expert profiles: Multidisciplinary team comprising a Team Leader/International Tax Policy Expert, Corporate and International Tax Expert, Tax Legal and Legislative Drafting Expert, Tax Administration and Digital Transformation Expert, and Fiscal/Economic Modelling Expert.
Selection and submission procedures
Regulatory framework: Selection conducted in accordance with IDB Policies for the Selection and Contracting of Consultants to establish a shortlist of five (5) to eight (8) eligible firms.
Participation modalities: Consulting firms may associate in a Joint Venture (JV) or engage subconsultants to enhance qualifications.
Submission requirements: Expressions of Interest must be submitted in writing (physical hard copy) to the Ministry of Finance and Planning. Electronic submission will not be permitted. EOI packages must include firm profiles, experience statements (past 10 years), key expert summaries, evidence of legal incorporation, and JV agreements if applicable. Detailed technical or financial proposals should not be included at this stage.
