Description

Brazil, through the State Secretariat of Justice (SEJUS), has financing from the Inter-American Development Bank (IDB) for the "Program for the Expansion and Modernization of the Prison System of Espírito Santo – MODERNIZA-ES". This call invites eligible consulting firms to submit their expressions of interest for the provision of managerial, fiduciary and operational support services to the Program Management Unit (PMU).

Consultancy reach
Main objective: Advice and technical, managerial, fiduciary and monitoring support to UGP-SEJUS to ensure the efficient execution of the actions of the MODERNIZA-ES Program under the guidelines of the IDB.

Key activities: General coordination of activities in the implementation of the project, monitoring of actions, consolidation of information, preparation of management reports and specialized support in problem solving.

Estimated duration: Initial term of 18 months, subject to extension during the term of the program.

Qualification and experience requirements
General experience: Documentary evidence in program management and monitoring, government or business consulting, quality management and planning.

Specific experience: Trajectory in management, management or monitoring of investment programs covering infrastructure, technology and social assistance services.

Proof: Formal presentation through certificates, declarations or contracts issued by contractors.

Selection and management of proposals
Regulatory Framework and Evaluation: Selection conducted under the IDB's Consulting Policies for the integration of a short list of five (5) to eight (8) firms, through qualitative analysis of the technical documentation submitted.

Modalities of participation: Individual application, in association (Joint Venture) or with the inclusion of sub-consultants is allowed.

Method of submission: Expressions of interest can be sent in writing or via electronic means enabled by SEJUS.
