Consulting firm for diagnosis of the EPS housing market and strategic roadmap

Description

The Republic of Ecuador has requested financing from the Inter-American Development Bank for the Financing of Housing Solutions for the Population of the Popular and Solidarity Economy (EPS) program and will use part of the funds to finance this consultancy. The operation is EC-L1290 and the loan agreement is 5910/OC-EC.

The National Corporation of Popular and Solidarity Finance (CONAFIPS) invites eligible consulting firms to submit expressions of interest to carry out a comprehensive diagnosis of the housing financing market of the Popular and Solidarity Economy, with special attention to the role of CONAFIPS as a second-tier public bank and its articulation with the Organizations of the Popular and Solidarity Financial Sector (OSFPS).

The services include the analysis of the supply and demand of housing financing, identification of access gaps, evaluation of institutional capacities, mechanisms for channeling resources, risk management and credit monitoring. Special attention will be paid to financing for housing improvements and the Mi Casa product.

The consultancy also includes the design of a strategic roadmap for the period of execution of the program and the CCLIP line, with priorities, milestones, responsibilities and recommendations to strengthen, consolidate and expand CONAFIPS' housing financial products.

The selection will be made in accordance with the IDB's consulting policies. Firms must demonstrate relevant experience through information on projects executed or in execution. Partnerships and sub-consultancies are allowed, and the short list will include between five and eight eligible firms. Electronic submission of expressions of interest is allowed.
