Description
The Government of Barbados, through the Ministry of Education, Technological and Vocational Training, has requested financing from the Inter-American Development Bank (IDB) for the project Skills for the Future II: Digital Transformation for Inclusive and Quality Education. This consultancy aims to develop, deploy, and operationalize an open-source NIEMIS platform. The system is designed to be the central pillar of the educational ecosystem, enabling the Ministry to collect, analyze, and report real-time data to improve learning outcomes and administrative efficiency across the nation.
Scope of services
The assignment falls under the Education sector and includes the following technical objectives:
- Platform Development: Deploying a comprehensive, open-source NIEMIS capable of configuration and integration (preferably based on OpenEMIS or similar proven platforms).
- Data Management: Strengthening capacity for sector-wide data collection, monitoring, and decision-making for school leaders, teachers, and international organizations.
- Accessibility and Integration: Establishing a modular architecture that complies with WCAG 2.1 standards and integrates with existing national systems.
- Automation: Streamlining administrative processes to reduce workload and enabling robust tracking of student and personnel performance indicators.
Qualification requirements:
- Experience: A minimum of 7 years of general background and specific experience over the last 5 years in implementing EMIS platforms (particularly open-source solutions).
- Proven Track Record: Successful completion of at least 3 similar projects, supported by 3 client references.
- Legal and Labour Compliance: Foreign firms must be registered as an external company in Barbados. Compliance with the Labour Clauses (Public Contracts) Act Cap.349 is mandatory.
- Shortlist: A shortlist of 5 to 8 eligible firms will be established. Joint Ventures are permitted to enhance qualifications.
